
Ms. Paper has 20+ years of experience in leading healthcare ethics, compliance, and privacy programs. Prior to joining MCRA, Ms. Paper led compliance programs for a variety of healthcare organizations, including oversight of privacy, security, and revenue cycle.
Ms. Paper holds a Bachelors in Political Science from the University at Albany. Ms. Paper also received a Juris Doctorate and Masters of Public Administration from Pace University.
Additionally, Ms. Paper has achieved Certifications in Healthcare Compliance and Healthcare Privacy Compliance.
Ms. Paper has extensive experience assisting healthcare providers and life science companies with compliance and privacy program development, implementation, and ongoing maintenance. This includes the development of policies and procedures, risk assessments, work plans, training, auditing, and monitoring. In addition, Ms. Paper has experience with cybersecurity event management and HIPAA breaches involving >500 patients. Ms. Paper is a well-rounded compliance professional with experience in managing regulatory activity, whether it be from a State or Federal agency, concerns related to Stark, Anti-Kickback, EMTALA, HIPAA, CCPA, GDPR, State Privacy Laws, Foreign Corrupt Practices Act, and 3rd Party Risk Management.

Ms. Paper is a highly accomplished healthcare compliance leader with extensive experience in compliance and privacy program development, policies and procedures, risk assessments, work plans, training and auditing and monitoring. Ms. Paper also has extensive regulatory experience related to State and Federal government audits, surveys and investigations (OIG, DOJ, OCR, DHHS, CMS, DEA, FDA) and enforcement actions including fines, civil monetary penalties, Corporate Integrity Agreements (CIAs) and Non-Prosecution Agreements (NPAs). Ms. Paper focuses on process improvement, identifying risks and finding creative solutions to safeguard organizations.
